Stepper is stuck on the last step


I have a stepper in my page and the stepper Id is 2 which is the current step (Saved on DB)
I used this on other form and worked perfectly but with this form its doesn't appear to work I don't know why
PS: the number of steps is changeable based on something in the DB
so basically my question,
how to make stepper go to the step i am at ?
