[Metronic 9] PostgreSQL setup

Hello team,

I'm using Metronic 9, the flavor with Tailwind, React and NextJS in Typescript.

The README is missing the instructions to populate the PostgreSQL database. I suggest to add the instruction npx prisma db seed and npx prisma migrate reset to the README to, respectively, populate and reset the database.

Just a suggestion to simplify the bootstrap :-)
