Goverment usage

My name is Jorge Nogueira. I am a programmer and I work in an agency of the state government of Espirito Santo (Brazil). We would like to use Metronic in the development of our web applications.Our applications will always be accessed by the same domain (ex: *.es.gov.br, www.es.gov.br/app1, www.es.gov.br/app2). All applications will be used by agency employees and citizens and will not be commercialized.
We would like to know which type of license we should acquire for the development of our applications. Would a single license be sufficient to use Metronic in all the agency's applications, or would a license be required for each application?
Is there a commercial representative in Brazil for Keenthemes to purchase the license?

We do not have a representative in Brazil. Metronic is sold exclusively on ThemeForest marketplace and you can purchase required licenses from ThemeForest online.

In your case for each application, you will need a separate license. If you have 3 applications you will need 3 regular licenses.
