I want to buy this theme. When I download it, will I be able to use it directly as HTML, CSS and JS? I don't know how to use Gulp, Vue etc

You can use Cares HTML without Vue for sure.

Ceres is an HTML theme with JS/CSS/SASS support. If you use the default version of Ceres you do not need to use any gulp builder. However, if you like to customize it you will need to use the gulp build as explained here.
